GENERAL INTRODUCTION

Dr. Ngo Duc Manh is a highly respected Vietnamese diplomat, legal scholar, and foreign affairs expert, with nearly half a century of experience in state diplomacy and parliamentary diplomacy. He has represented Vietnam as Ambassador Extraordinary and Plenipotentiary to the Russian Federation, and served as Vice Chairman of the Foreign Affairs Committee of the National Assembly of Vietnam across multiple terms. He has made significant contributions to the development of bilateral and multilateral relations, and is the author of notable research on the parliamentary diplomacy of Vietnam's National Assembly, leaving a profound mark on the country's journey of international integration.

2.PROFESSIONAL EXPERIENCE AND LEADERSHIP POSITIONS

- Former Vice Chairman of the Foreign Affairs Committee of the National Assembly of Vietnam, serving through the 12th, 13th, and 14th Legislatures — a key position in shaping and implementing parliamentary foreign policy.

- Former Ambassador Extraordinary and Plenipotentiary of Vietnam to the Russian Federation, during which he vigorously advanced the comprehensive strategic partnership between Vietnam and Russia, expanding multifaceted cooperation amid a complex diplomatic landscape, including throughout the COVID-19 pandemic.

- As a National Assembly delegate and head of foreign affairs delegations, he took part in negotiating and coordinating bilateral and multilateral diplomatic activities, helping to elevate the international standing of the National Assembly and of Vietnam.

- He also served on the Central Theoretical Council, contributing critical analysis and theoretical development on foreign affairs in the context of the country's new stage of development.

3. NOTABLE ACHIEVEMENTS

- Contributions to parliamentary diplomacy: He was one of the key figures in reviewing and documenting the history of Vietnam's National Assembly foreign affairs, through the book "80 Years of Parliamentary Diplomacy – From Theory to Practice," an extensive and valuable research work that synthesizes the theory, activities, and direction of parliamentary diplomacy throughout modern Vietnamese history.

- Advancing Vietnam–Russia relations: As Ambassador to Russia, he demonstrated sustained efforts to expand the comprehensive strategic partnership, including during the pandemic, and was awarded the Order of Friendship by Russia in recognition of his significant contributions to strengthening relations between the two countries.

- International cooperation and diplomatic influence: He actively expanded parliamentary cooperation networks with other countries, contributing to the sustainable development of parliamentary foreign policy and building a stronger foundation for dialogue and mutual understanding between Vietnam and the international community.

Ph.D. in Law, specializing in International Law and Foreign Affairs, providing a solid academic foundation for his research, policy analysis, and diplomatic work throughout his career.
