Data as the "Lifeblood" of the Digital Economy
Speaking at the opening session, Assoc. Prof. Dr. Nguyen Ai Viet – Director of IGNITE Institute, Member of the National Consulting Council – stated: "Today's theme: AI and Data Strategy – is the key that determines the future. AI and data are not merely tools; they are the new energy, the lifeblood of the digital economy, and the wisdom of the era." He referenced General Secretary To Lam's emphasis: "We are entering the dawn of the digital era, where data has become a resource, a critical production material, a new energy source, and even the 'blood' of the digital economy." Nations that seize this opportunity will break through, while those that miss it will be left behind.

Aligning with the conference spirit, Dr. Tran Van Khai, Vice Chairman of the National Assembly's Committee on Science, Technology, and Environment, noted: "AI is essential in the context of implementing Resolution 57, which sets the goal for Vietnam to be among the top 3 ASEAN countries in AI by 2030. Therefore, a Law on AI needs to be enacted soon. The 2025-2026 period is the appropriate time for this enactment." He revealed that the Ministry of Science and Technology is actively drafting, coordinating surveys, and submitting law projects to the National Assembly Standing Committee. After further refinement, it could be passed as early as the 10th Session.

Major General Nguyen Ngoc Cuong, Director of the National Data Center and Vice President of the National Data Association, pointed out challenges in Vietnam's data governance. The Paradox: Vietnam faces an explosion of data (80 million internet users, 150 million mobile subscribers), yet suffers from severe fragmentation. Databases exist in silos without overall connectivity. Data Sovereignty Challenge: In the context of strategic competition between major powers, data has become a "soft weapon." Vietnam faces the risk of "data colonization" as most citizen data is stored on foreign platforms.

This leads to three serious consequences: Technological Dependence: Vietnam's data is "locked" into foreign tech ecosystems. Value Bleeding: Economic value from data flows abroad instead of serving domestic development. Security Risks: Potential for surveillance and interference via data. Cooperation for a Vietnamese Language LLM Regarding the Vietnamese LLM Project and international cooperation, Ms. Thao Griffiths – Head of Public Policy for Vietnam, Laos, and Cambodia at Meta Platforms Inc. – shared: "In reality, Vietnamese is a difficult language and not among the priority languages for development by global tech giants. When Meta or others develop AI applications, the Vietnamese component is not yet smooth because there is currently no platform with a comprehensive, high-quality Vietnamese dataset that reflects the history, culture, and beauty of the language." She affirmed that Meta desires to cooperate to build such a platform in the near future.
