- Giai đoạn 2011 – 2015: Viện trưởng Viện Công nghệ Thông tin (ITI) – Đại học Quốc gia Hà Nội.
- Giai đoạn trước 2010: Phó Chánh văn phòng Ban chỉ đạo Quốc gia về Công nghệ thông tin; Phó Viện trưởng Viện Chiến lược CNTT-TT (Bộ Thông tin và Truyền thông).
International Activities:
- Professor/Lecturer at Budapest University of Technology and Economics (Hungary) for 4 years (1987–1991).
- Chief Software Engineer at Siemens Group (USA) and Specialist at AT&T (USA).

- Founder of the Institute of Generative AI Technology and Education (IGNITE).

- The first Vietnamese scientist honored by the Hungarian Academy of Sciences as one of the "Advanced Scientists of the World."

- Patent Author: "Secure Internet Access and Remote Work" – a vital contribution to national cybersecurity.
- National Project Lead: "Development of English-Chinese-Vietnamese Multilingual Translation Technology" – one of the earliest Natural Language Processing (NLP) initiatives in Vietnam.
- E-Government Architecture: Author of the ITI E-Government Interoperability Framework and Vietnam's representative in the United Nations Development Programme (UNDP) drafting committee for E-Government Architecture.

- Author of influential books: "Vietnam in the Era of Digital Transformation" and the "Ba Dinh Plan for Vietnam's Science and Technology Development to 2045."
