Dr. Nguyễn Văn Lạng

Dr. Nguyen Van Lang is a highly experienced expert in the fields of science and technology management and innovation policy in Vietnam. He has held numerous key leadership positions in state management, most notably as the Vice Minister of Science and Technology. Throughout his career, he has made profound and enduring contributions to the advancement of the national science and technology system. 

PROFESSIONAL EXPERIENCE & MANAGEMENT ROLES

Throughout his career, Dr. Nguyen Van Lang has held numerous key leadership positions:

- At the Ministry of Science and Technology: Served as Vice Minister (2007 – 2013). He directly oversaw technology application, intellectual property, and the development of national scientific potential.

- At the Hoa Lac Hi-Tech Park (HHTP): Chairman/General Director of the Management Board (2009 – 2013). Known as the "soul" of Hoa Lac during its intensive restructuring phase, he personally campaigned for and attracted billion-dollar projects from major corporations such as Viettel, FPT, and Japanese partners.

At the Local Government Level:

- Chairman of the People’s Committee of Dak Lak Province (2001 – 2004). - Secretary of the Buon Ma Thuot City Party Committee..

Current Professional Engagements:

- President of the Vietnam Association for Scientific and Technological Information and Documentation (VASTI).

- President of the Vietnam – Brazil Friendship and Cooperation Association.

- Member of the Scientific Council at the Institute for Research and Development of New Technology.

Architect of Vietnam’s "Silicon Valley" He was instrumental in decisively resolving institutional bottlenecks, land clearance, and master planning to establish Hoa Lac Hi-Tech Park as the nation's premier scientific hub. He introduced specialized preferential policies for high-tech enterprises, laying the foundation for today's thriving innovation ecosystem.

- Champion of High-Tech Agriculture He was the first to introduce high-quality durian varieties (Dona durian) to Dak Lak, significantly transforming the provincial economy and the international standing of Vietnamese agricultural exports.

- He strongly advocated for the application of biotechnology and precision drip irrigation in the production of coffee and pepper.

- Bridging Science and Industry He chaired numerous major Technology Supply-Demand Connection Forums (Techmart), facilitating the transition of inventions from "grassroots innovators" and research institutes into commercial production.

Awarded the First-Class Labour Order by the Party and State for his outstanding contributions to national construction and the cause of socialism.
