On the afternoon of September 3, 2025, the Institute of Technology and Education for New Generative Intelligence (IGNITE) organized a scientific seminar themed \"'Khoan 10' for Science, Technology, Innovation, and Digital Transformation to Pave the Way for Breakthrough Development.\" The presenter was Mr. Nguyen Tu Quang \u2013 CEO of Bkav, Chairman of the AI Committee of the Vietnam Software and IT Services Association (VINASA), and Member of the Prime Minister's Policy Advisory Council. The event was attended by over 20 scientists, experts, and business representatives.\u00a0<\/p>\n\n\n\n

Reviving the Spirit of Khoan 10 in the New Era<\/strong><\/h3>\n\n\n\n

Opening the report, Mr. Nguyen Tu Quang recalled the historical milestone of Khoan 10 (1988) \u2013 a policy that created a significant turning point for the Vietnamese economy, transforming Vietnam from a food-deficient nation into the world's third-largest rice exporter effectively \"overnight.\" According to him, the greatest lesson of Khoan 10 was liberating the people's productive power by adjusting production relations.<\/p>\n\n\n\n

Similarly today, Vietnam is entering a new era with the aspiration of becoming a developed, high-income country by 2045. To achieve this goal, we need a \"New Khoan 10,\" starting with the spearhead sectors: science and technology, innovation, and digital transformation.<\/p>\n\n\n\n

The report's analysis emphasized: to promote the spirit of the \"New Khoan 10,\" it is necessary to focus on clearly delineating roles between economic sectors, ensuring each component can leverage its own strengths. Specifically, enterprises oriented towards public service and social welfare will walk side-by-side with a dynamic and creative private sector. Furthermore, it is necessary to create a fair competitive environment and promote modern governance mechanisms to help unleash potential and improve the operational efficiency of the entire economy.<\/p>\n\n\n\n

According to Mr. Quang, creating an equal and transparent competitive environment among economic components will generate an explosion in productivity and creativity. If implemented well, Vietnam can fully enter a period of continuous double-digit growth for many years, form large technology corporations, and realize the aspiration of a mighty Vietnam by 2045.<\/p>\n\n\n\n
