Databases exist in silos without overall connectivity.

Data Sovereignty Challenge: In the context of strategic competition between major powers, data has become a "soft weapon." Vietnam faces the risk of "data colonization" as most citizen data is stored on foreign platforms.

This leads to three serious consequences:

Technological Dependence: Vietnam's data is "locked" into foreign tech ecosystems.

Value Bleeding: Economic value from data flows abroad instead of serving domestic development.

Security Risks: Potential for surveillance and interference via data.

Cooperation for a Vietnamese Language LLM
Regarding the Vietnamese LLM Project and international cooperation, Ms. Thao Griffiths – Head of Public Policy for Vietnam, Laos, and Cambodia at Meta Platforms Inc. – shared:

"In reality, Vietnamese is a difficult language and not among the priority languages for development by global tech giants.
