On the morning of April 16, 2026, as part of the survey program to develop guidelines for implementing Plan No. 01-KH\/BC\u0110TW, IGNITE Institute accompanied the Central Party Office delegation in a working session at Ph\u00fac L\u1ed9c Commune (Hanoi). The meeting aimed to identify practical challenges and remove bottlenecks in the implementation of Politburo Resolution No. 57-NQ\/TW.<\/strong><\/p>\n\n\n\n

Importance of the Field Survey<\/h3>\n\n\n\n

The working program at Ph\u00fac L\u1ed9c Commune is one of the key activities aimed at collecting practical, ground-level data. This serves as an important basis for the Central Steering Committee for Resolution 57 to finalize the guidelines for implementing Plan No. 01-KH\/BC\u0110TW, ensuring consistency, practicality, and effectiveness when applied nationwide.<\/p>\n\n\n\n

Using a scientific approach, the Institute focused on dissecting core barriers\u2014practical \u201cbottlenecks\u201d that are placing pressure on the grassroots political system. The in-depth discussions centered on five key areas:<\/p>\n\n\n\n

    1. Science, Technology and Innovation (STI): Assessing the level of practical application in local life and production.<\/li>\n\n\n\n
    2. Infrastructure and Digital Data: Examining the compatibility and operational capacity of existing infrastructure systems.<\/li>\n\n\n\n
    3. Digital Platforms: Evaluating the effectiveness of management software and online public services.<\/li>\n\n\n\n
    4. Information Security: Reviewing security vulnerabilities and the system\u2019s data protection capabilities.<\/li>\n\n\n\n
    5. Digital Capacity: Assessing the readiness and execution skills of specialized personnel.<\/li>\n<\/ol>\n\n\n\n

      Directions for Addressing Internal Constraints<\/h3>\n\n\n\n

      Through this field survey, experts recorded many candid opinions regarding resource and institutional challenges in Ph\u00fac L\u1ed9c Commune. The findings not only help the locality clearly identify bottlenecks in implementing Resolution No. 57-NQ\/TW, but also provide practical solutions to optimize governance processes.<\/p>\n\n\n\n

      Addressing these bottlenecks will contribute to promoting the strong application of science and technology in Party-building efforts, improving the effectiveness of governance within the political system, and creating momentum for sustainable economic, cultural, and social development at the local level. This also marks an important step toward building a modern, transparent administration that better serves citizens in the digital era.<\/p>\n\n\n\n
