AI Law – A strategic catalyst propelling Vietnam to break through in innovation

On the afternoon of September 10, 2025, at the workshop "National, Organizational, and Enterprise AI Strategy and Data Architecture" organized by IGNITE in coordination with the National Data Association, Dr. Tran Van Khai – Deputy Chairman of the National Assembly's Committee on Science, Technology, and Environment, affirmed: "AI is currently a driving force for development, but at the same time poses significant challenges. The current legal framework is not strong enough to comprehensively regulate the issues brought about by AI. Therefore, the early enactment of an AI Law is absolutely essential to promote safe development, control risks, and protect citizens' rights."

The AI Law is built upon seven core principles, ensuring safe, sustainable, and responsible development:

– Flexibility and adaptability: The legal framework can adjust according to technological developments.

– Proactive integration: Participating in shaping the global "rules of the game."

– Human-centric: All AI applications must serve human interests.

– Risk-based management: Classifying and monitoring AI based on risk levels.

– Autonomy and open cooperation: Technological independence while actively engaging in international cooperation.

– Inclusive development: AI must bring benefits to all social strata.

– Cultivating innovation: Encouraging AI research and development.
