IGNITE INSTITUTE CONDUCTS A FACT-FINDING VISIT TO THE GENERAL STATISTICS OFFICE (MINISTRY OF FINANCE) ON THE IMPLEMENTATION OF RESOLUTION NO. 57-NQ/TW

On 2 July 2026, at the headquarters of the General Statistics Office under the Ministry of Finance, a survey delegation led by Assoc. Prof. Dr. Nguyen Ai Viet – Director of the IGNITE Institute, acting as Chief Advisor – held a working session with the leadership of the General Statistics Office, together with representatives from a number of specialized units under the Office. The session aimed to document practical experience, exchange views, and provide advisory support in addressing difficulties and obstacles in implementing Resolution No. 57-NQ/TW of the Politburo and Plan No. 01-KH/BCĐTW of the Central Steering Committee.

During the meeting, the two sides focused their discussions on the measurement and evaluation of the contributions of science and technology, innovation, and the digital economy to the national economy – one of the important tasks set out in Resolution No. 57-NQ/TW. Representatives of the General Statistics Office shared initial results as well as methodological challenges in disaggregating and quantifying these indicators, particularly in a context where the elements of science and technology, innovation, and digital transformation are becoming increasingly intertwined and closely integrated within the activities of enterprises and the economy as a whole.

In addition, the two sides devoted considerable time to discussing the connection, sharing, and utilization of data across national databases in support of statistical activities in the context of digital transformation. This is an issue of significant importance, as the shift from the traditional survey-based statistical model to one based on the exploitation of administrative data is a common trend in modern statistics worldwide, and is also a crucial condition for building a data-driven economy in the spirit of Resolution No. 57-NQ/TW.

On the basis of the matters discussed, the two sides jointly identified a number of practical obstacles encountered in the implementation of tasks at the Office and proposed several directions and solutions to enhance the effectiveness of implementing Resolution No. 57-NQ/TW and Plan No. 01-KH/BCĐTW in the time ahead.

Through the working session, the survey delegation gained further valuable information and insights from the national statistical agency – an institution that plays a key role in providing databases and information in support of the formulation, direction, administration, and evaluation of the major undertakings and policies of the Party and the State. The contributions from the General Statistics Office serve as an important source of information, supporting research, assessment, and the formulation of recommendations to promote science, technology, innovation, and digital transformation in the time ahead.
