Vietnam faces the risk of data colonization

The workshop "National, Organizational, and Enterprise AI Strategy and Data Architecture" aims to create an in-depth forum where scientists, businesses, and policymakers can discuss, analyze, and seek consensus on the strategic approach to AI and data development in the coming period.

Regarding the data issue, Major General Nguyen Ngoc Cuong, Director of the National Data Center (Ministry of Public Security) and Vice Chairman of the National Data Association, remarked that nations capable of effectively collecting, processing, and mining data will hold a competitive advantage in the global economy. With a large population and a rapid pace of digital transformation, Vietnam possesses a significant "data treasure."

According to the Major General, data is the fourth factor of production—following labor, capital, and land. Notably, it can enhance the efficiency of these three traditional factors through labor optimization, capital efficiency, and effective land utilization.

However, Vietnam also faces major challenges in data governance. Specifically, there is an abundance of data but a lack of connectivity, data sovereignty, and governance. A notable risk is "data colonization," where the majority of user data is stored on foreign platforms. This can lead to three serious consequences: technological dependence, value leakage, and security risks.
