IGNITE INSTITUTE CONDUCTS A FACT-FINDING VISIT TO THE MINISTRY OF INDUSTRY AND TRADE ON THE IMPLEMENTATION OF RESOLUTION NO. 57-NQ/TW

Continuing its programme of fact-finding activities on 14 July 2026, on the afternoon of the same day, a survey delegation led by Assoc. Prof. Dr. Nguyen Ai Viet – Director of the IGNITE Institute, acting as Chief Advisor – held a working session at the Ministry of Industry and Trade – the state management agency responsible for sectors of broad scope and significant impact on the national economy: industry, trade, energy, and international economic integration

Given the multi-sectoral nature of its management responsibilities, the implementation of Resolution No. 57-NQ/TW at the Ministry of Industry and Trade goes beyond the internal scope of the sector and is closely associated with the Ministry's leading role in shaping mechanisms and policies to promote science and technology, innovation, and digital transformation, spreading their impact to the business community and the entire industrial and trade ecosystem. This is also a field in which Resolution No. 57-NQ/TW sets out numerous "major problems" to be addressed – from developing foundational and supporting industries and mastering strategic technologies, to promoting e-commerce, energy transition, and digital transformation across the whole sector.

During the meeting, representatives of the Ministry of Industry and Trade shared major orientations and initial results in translating and implementing Resolution No. 57-NQ/TW and Plan No. 01-KH/BCĐTW in areas under the Ministry's management. In addition, representatives of the Ministry also shared the key groups of issues currently being prioritized for implementation, the results achieved to date, as well as the difficulties and obstacles arising from practical implementation – including issues related to inter-agency coordination mechanisms, policies to encourage enterprises to invest in research and development, and the need to further improve the legal framework for new economic models and new modes of production and business.

On the basis of the matters discussed, the two sides engaged in candid discussions on the advantages and difficulties from the perspective of a policy-making agency and proposed several directions for cooperation in the time ahead. The proposals focused on how policy can genuinely serve as a "lever" to encourage enterprises to invest boldly in science and technology, innovation, and digital transformation; and, at the same time, on creating a favourable environment for new production and business models and new technologies to develop and spread throughout the economy.

Through the working session, the survey delegation gained further valuable information and insights from the state management agency for the fields of industry, trade, and energy – fields that play a key role in the competitiveness and sustainable development of the national economy. The contributions from the Ministry of Industry and Trade serve as an important source of information, contributing directly to research, assessment, and the formulation of recommendations to promote science, technology, innovation, and digital transformation in the time ahead. Concluding the session, the two sides agreed to maintain regular channels of information exchange and to cooperate closely in research activities and policy advisory work in the time ahead, with the shared objective of contributing to bringing the major undertakings of the Party and the State set out in Resolution No. 57-NQ/TW into practice in an effective and substantive manner.
