IGNITE Institute conducted a survey to implement Plan No. 01-KH/BCĐTW in Phúc Lộc Commune.

On the morning of April 16, 2026, as part of the survey program to develop guidelines for implementing Plan No. 01-KH/BCĐTW, IGNITE Institute accompanied the Central Party Office delegation in a working session at Phúc Lộc Commune (Hanoi). The meeting aimed to identify practical challenges and remove bottlenecks in the implementation of Politburo Resolution No. 57-NQ/TW.

Importance of the Field Survey

The working program at Phúc Lộc Commune is one of the key activities aimed at collecting practical, ground-level data. This serves as an important basis for the Central Steering Committee for Resolution 57 to finalize the guidelines for implementing Plan No. 01-KH/BCĐTW, ensuring consistency, practicality, and effectiveness when applied nationwide.

Participants

The working session was attended by key stakeholders:

• From the delegation: Leaders of the Department of Digital Transformation and Cryptography (Central Party Office), along with representatives from relevant departments and agencies of Hanoi.
• From IGNITE Institute: Assoc. Prof. Dr. Nguyễn Ái Việt led a team of experts, scientists, and professional staff from the Institute.
• From the local authority: Key leaders from the Party Committee, People’s Council, and People’s Committee of Phúc Lộc Commune, along with specialized local officials.

Identifying “Bottlenecks” from an Expert Perspective

During the working session, experts from the IGNITE Institute engaged in direct discussions and in-depth interviews with local leaders. Using a scientific approach, the Institute focused on dissecting core barriers—practical “bottlenecks” that are placing pressure on the grassroots political system. The in-depth discussions centered on five key areas:

1. Science, Technology and Innovation (STI): Assessing the level of practical application in local life and production.
2. Infrastructure and Digital Data: Examining the compatibility and operational capacity of existing infrastructure systems.
3. Digital Platforms: Evaluating the effectiveness of management software and online public services.
4. Information Security: Reviewing security vulnerabilities and the system’s data protection capabilities.
5. Digital Capacity: Assessing the readiness and execution skills of specialized personnel.

Directions for Addressing Internal Constraints

Through this field survey, experts recorded many candid opinions regarding resource and institutional challenges in Phúc Lộc Commune. The findings not only help the locality clearly identify bottlenecks in implementing Resolution No. 57-NQ/TW, but also provide practical solutions to optimize governance processes.

Addressing these bottlenecks will contribute to promoting the strong application of science and technology in Party-building efforts, improving the effectiveness of governance within the political system, and creating momentum for sustainable economic, cultural, and social development at the local level. This also marks an important step toward building a modern, transparent administration that better serves citizens in the digital era.
